WISCONSIN TRAPPERS ASSOCIATION
JUNE 17TH, 2006
BOARD OF DIRECTORS MEETING
TREMPEALEAU,  DISTRICT 5 HOSTING

1. Vice president Lee Sillars called the meeting to order at 9:30 am
2. Pledge of Allegiance
3. Roll Call, all present except district 2 and 7
4. Secretaries Report: Rick Winans motioned to accept as printed,2nd by Dan Carroll, MC
5. Treasurers Report: Motion by Rick Winans,2nd by Scott McAuley, to accept the treasurers report as read, MC
At this time the account is in good shape, (totals not published, just ask). The donation for the McKenzie center will be sent after July 1st. suggest that directors put a memo in their report about address changes and deceased members.
6. Presidents Report: none, Virgil was at the FTA event
7. Lee Sillars reported that the non-resident bill was signed, working out the details yet. The incidental fur going to trapper ed bill also passed. district 11 Dave Savis was elected director and Tom Weiss –treasurer
8. Personnel and finance committee: John Gillen reported there are 3 people running for treasure-job duties were given to them. 4 for president?
SPECIAL VIEWING OF THE NEW NTA VIDEO CALLED “THE CIRCLE OF
LIFE” was presented by Kraig Kaatz. It’s not made to convince trapper, just the general public. It is 22 minutes long, so that television viewing can easily happen. The video portrays that there are two sides to every story. Final cuts and information should be ready by the end of this month.
9. NTA REPORT: Scott Mc Auley reported that Charlie Rath moved to Alabama. The NTA convention is in Hutchinson Kansas. I will continue to forward the NTA reports to the BOD
10. PR REPORT: Ken Kasper asked the directors how many had their handbooks. We will get the missing ones replaced
Raffle requirements discussed at length. The districts are the wta, you are not separate. So what you do can cause legal problems for the WTA. District 11 put the raffle license in jeopardy again. All will follow the guidelines. Ken handed out the “rules” from the state any questions ask Ken.
John Gillen motions that district 11 will obey the rules or will not be allowed to hold a raffle again, 2nd by Dan Carroll, MC
Gwen will get the temporary event bartender licenses to interest people again.
We discussed the kids expo, 10 volunteers handled it on Friday, will need many more next year, a great time!
11. Wdnr furbearer management meeting: John Irwin, Lee Sillars, Scott Mc Auley, and Ken Kasper attended the meeting held in st. point in late may. The quotas were set on the second day of meetings. All are before tribal harvest, otter- last year goal was 1300, and we harvested 1224. The new goal is 1400 –but the % split will be 50 for north/30 for the central/20 for the south zones. Bobcat, the goal was400, we harvested 496, so the new goal will be 350. Fisher the harvest last year was 1858/goal of 2600, this year quotas will be zone a-900 b-550 c-500 d-550 e-100 f-100

12. FTW Report: Britney reported on the meeting they had at the spring banquet
Maggie McAuley was nominated for president, Brian Shumaker was nominated for Vice-president, and Britney Campbell for sec/treasurer, elections will be held at the fall rondy.They have had several donations this year. We still need mentors for many counties. Thank you
Jerry Drolshagen,FTW would appreciate help getting traps ready for the loan program, he is dyeing them on August 27th. The FTW fur sale will be scheduled for December.
13. WCTEP REPORT: Nicki has about 35 instructor hats left, if you know someone take them with you. There are 3 non-residents taking t.ed at this time. All instructors are receiving the new cable restraint video and FTW pamphlet with there class supplies. The next video Mike Widner will work on will be a beaver snaring video.

OLD BUSINESS

A. the 50/50 coon raffle will be awarded at the fall rondy
B. People taking trapper Ed course to get the reduced rate. Only one had taken the course last year as a repeat student. There is no law against this. The fees have increased.
C. Dan Carroll motions that we oppose people taking the education course just to get the free license, 2nd by Dan Shumaker. MC
D. Jordan Drolshagen, has still NOT received a thank you from Virgil for donating his laptop to the WTA . Lee Sillars will still send one.

NEW BUSINESS

a.FTA: affiliation dues and representation was discussed, those present were not sure
who was our rep?
Dan Carroll motions that the WTA continue its affiliation, Dan Carroll are the representative, with 3 reports. 2nd by John Gillen MC
b. NTA video, it was agreed to spend up to $250 on the new video at this time
C.Proposed Bylaw amendments: John Gillen motions to approve as printed, (with the exception of the word verified added to #4,) 1, 3, 4, and 5. 2nd by Rick Winans MC
#2 will be researched and brought back; it concerned the treasurer’s position
These items will be printed in the next WI TRAPPER and voted on at the following meeting
d. July 8th the McKenzie center and WWF will have an open house, Virgil will attend
e. District Inventory: district directors will try to find all your stuff, Gwen will look into replacement value insurance and get back to the BOD
f. WTA WEBSITE: Britney will work with Pam Mather to take over the FTW webpage.
G. Mike Leiser suggested we wear our name badges at all meetings
h. the body grip pamphlets are in need of updating
i. Earl Klippel is still co-director of district 11
j. nominations committee: the bod should give some guidelines for this committee
Make it a policy that the nominations are told at the June BOD
k. Rick Winans motions that the meeting at the spring banquet get switched around, general meeting first.2nd by Ron Peters MC
It was suggested that we heat the meeting room also, it been cold

WTA BOD MEETING
SANDHILL SKILLS CENTER

1. President Virgil Schroeder called the meeting to order at 12:00
2. Virgil led us in the Pledge of Allegiance
3. Roll Call : districts 1 and 2 not present , 3-11 present
4. Secretaries Report: motion by Dan Carroll to accept the minutes of the        Sept 11, 2005 meeting, 2nd by Dennis Brady. MC
5. Treasurers Report: Motion by Lee Sillars to accept the treasurers report, 2nd by Dan Carroll


6. Presidents Report:

Virgil repeated that each district needs to have someone at these meetings. The guidelines the BOD approve for the WTA events (fall rendezvous) are set in stone, any problems at the event see Virgil. The awards ceremony at the fall rondy will start at 5:30 with the general meeting to be from 6-8 pm. The BOD meeting will be immediately after. I am continuing to watch AB131 (non-resident bill). Mike Abrahamson and Gwen Campbell each took people out on their lines to write stories in newspapers


7. Vice-Presidents Report:   Lee Sillars reported on the last bylaws meeting and asked anyone that wants to be on the committee to contact him. Jarrod Drolshagen donated a laptop to the WTA ; Virgil will send a thank you.

8. Personnel and Finance Committee Report and Budget:

John Gillen explained how the budget was arrived at. “Copy on file”. Change fundraiser total to $16,055, add membership drive of $2500, and remove FTW line, Motion to approve as amended by Dan Carroll, 2nd by Rick Winans. MC

9. Public Relations committee Report: Ken Kasper reviewed the meeting from this morning

10. NTA Representative Report:

Charlie Rath reported the NTA BOD approved the budget of $852,000. Charlie will get monthly finance reports. Please vote for the bylaws change as printed in the American Trapper, it concerns the “lifetime member yearly profit transfer”. The NTA convention will be Aug 3-6th in Kansas 2006. In 2007 it will be in Goshen, Ind. Aug 2-5th 2006. The Midwest NTA conference will be March 25th in Bloomington. The new video is 28 minutes long, recommended we order 200, with more loops and DVD’s than last time. The WI conservation congress club update will be taken care of by Gwen. The wolf stakeholders meeting will be in Wausau April 21-22 2006 at the Days Inn Motel. The nominations for VP and Conservation Director for the NTA are now open. Gwen Campbell motions that we send FBU, via Cindy Seff, 10 Martin Prints, 2nd by mike Abrams. MC. Check you Email for zip files, that the NTA BOD monthly minutes will be sent, from Charlie.

11. FTW REPORT:

 Britney Campbell reported that new handbooks and cards have been sent, the fur sale made $115.25, we will again sponsor the kids table at the spring banquet, we will hold elections every even year, so nominations deadline will be July 1st, elections to be held at the fall rendezvoused. The trap loan program, John Cleary donated a large amount of traps to the program. The trapping “kits” will be aimed at muskrat/mink, they have 15 dozen traps, enough for at least 15 “kits”. She introduced Jerry Drolshagen, the new FTW advisor. Jerry recommends adding a catch pole to each “kit”. They are up to 268 members and will hold their 2nd annual meeting and pizza /pool party at the spring banquet, starting at 12 noon on Saturday. Nominations for pres, Vice Pres, and Sec/Treasurer are now open, send them to Jerry please.

12. WCTEP Report:

Nicki Shumaker reported there is 130 instructors now, still looking for others. Her email is wctep@mwwb.net may put a website on same site. Still need more advertisement on where trapper Ed courses is held. There will be a banquet/instructor workshop, possible spring and fall. New instructor orientation will be at the spring and fall meetings, 9AM Saturday. Need to be sure to have cable restraint instructions at all trapper Ed courses. 5 year service pins for instructors are in the works. Other items discussed were, mandatory education for TE instructors? A minimum age of TE instructors? background checks for helpers?

3. OLD BUSINESS
A. Non-resident trapping bill: this is in Senator Kedzie’s desk; need to urge him gently to put this on the floor for a vote.
B. Green fur bill- will not come up this session
C. Incidental catch bill: would put $ from fur school fur to trapper ed- on Senator  Kedzie’s desk also, contact his aide, Dan Johnson 608-266-2635
D. Body-grip incident report: this year known cases were in stupid places, legal but unethical, very stupid. Will use THE WISCONSIN TRAPPER to repeat this message. Discussion included increasing fines and penalties for illegal sets? All violators need a course to be taken?
E. Gwen read a thank you from Ron Kazmierczak, NE Regional Director for supporting the CWD NE zone gun drawing. We will reprint this in the WI TRAPPER
F. Crystal Sublisky read a letter of resignation and thank you? She gave the letter to President Virgil Schroeder

14. NEW BUSINESS
A. RONDY Committee: motion by John Gillen, 2nd by Dennis Brady to approve the rondy guidelines and all changes. MC
B. Membership Drive: John Gillen motions to do a joint NTA/WTA membership drive, 2nd by Mike Schmelling MC
C. New NTA tapes: will put this on the march agenda, discussion 200 tapes, 25 loops, 10 DVDs? Would like to see the product before buying?
D. Donation to the McKenzie Center: Ron Peters motions to give the McKenzie center (after July 1st) $1000 2nd by Dennis Brady MC (will bring this to the general membership meeting in March)
E. John Gillen was at a meeting on pine martins, discussing hair snare surveys , last Thursday in Rhinelander. Wis trappers have helped a lot in the past and now the future.
F. Gwen Campbell motions that the Historians provide an article for the WISCONSIN TRAPPER two times a year. 2nd by John Gillen MC
G. Advanced Trapper Ed Course: Gwen motions/Rick Winans2nd that Ron Peters query $, where, when, ECT... MC

Brian McMillan Presented the WTA $2604 on behalf of NAFA, this equal Ľ of 1 percent of fur shipped in Wisconsin.
Moyle sent a check for fur tanned for $387.21

President Virgil Schroeder called the meeting to order at 9:30 am. A quorum is present. (59 signed in)

The FTW presented the flags and lead us in the pledge of allegiance

PRESIDENTS REPORT: Virgil gave the presidents report: items covered were:   the good financial state we enjoy, thanking Mike Wiedner for stepping in as the coordinator,  more testing on cable restraints, several bills in the senate and assembly, keep at increasing the membership numbers

VICE-PRESIDENTS REPORT: Lee Sillars reported that Dan Carroll was appointed as interim district 9 director, still looking for a replacement. We had a bylaws meeting August 14th, we still need another meeting- if interested call Lee or your district director.

NTA GENERAL ORGANIZER REPORT: Kraig Kaatz brings a big thank you from President Steve Fitzwater and the NTA for the support the WTA has given the NTA

NTA REPRESENTATIVE REPORT: Charlie Rath reported on the NTA elections, Steve Fitzwater for president and Kraig Kaatz for General Organizer. The second video should be ready by Jan 1.   2 financial audits were done, one more and more grant money becomes available. They found no problem, just recommendations. In 2006 there will be 4 issues of the AMERICAN TRAPPER. Some dues will increase for 2006. 2007 NTA convention, all bids were rejected. The executive council will look for a spot; the 2006 convention will be in Hutchinson, Kansas. See Charlie for info on the ADC book, or to get a destroying the Myth video

FTW REPORT: Britney Campbell reported on the Dec 3rd Fur Sale that will be held in Marshfield, the t-shirt tie dying, food stand and thanked all that helped personally. Brenda Anderson awarded the FTW award to Jarrod Drolshagen. Brenda announced that Jerry Drolshagen is now the FTW co-coordinator

PR REPORT: By Ken Kasper- the 2005 raffle will be drawn today, income should be about the same, we sent a membership drive/raffle mailing and picked up 80-85 members, Nicki Schumacher sold several adds in the WI TRAPPER, thanks to all who helped at the summer shows

WDNR FURBEARER SPECIALIST REPORT: John Olson reported that permits be chosen this week and mailed-5 BMPs to be out by Xmas-WI will do a fisher bmp/mike Gustafson-more cable restraint research-carcasses, otter carcasses will NOT be collected this year-wolf researchers, beaver trappers needed- the IAFWA will meet this winter, WI may host- bobcat study, UWSP Dr. Eric Anderson is searching in south zone-training pens, rules to be written early next year-body grip rule proposals-3 UW fur schools next year/1st warden recruit class in 4 years/2nd week of December in FRTC-we may have other states joining us at recruit class

A dry land body grip proposal will be sent to the WDNR rules committee, Mike Schmelling and John Irwin did the measuring of the body grip traps

The 50/50 beaver raffle will be drawn at the next WTA bod meeting as Virgil left it on his desk at home.
